USEF NO FOREIGN SUBSTANCE PROVISIONS

GR409 Equine Drugs and Medications,
The No Foreign Substance Provisions.

1. No horse and/or pony competing in a Breed or Discipline designated as (or part of) a No Foreign Substance Group is to be shown in any class at a competition recognized by the Federation if it has been administered in any manner or otherwise contained in its tissues, body fluids or excreta a prohibited substance as defined in this Rule. For purposes of this Rule, the following are prohibited substances:

a. Substances capable at any time of acting on one or more of the following mammalian body systems:

(1) the nervous system.

(2) the cardiovascular system.

(3) the respiratory system.

(4) the digestive system other than certain specified substances for the oral treatment of gastric ulceration. Oral treatment by the histamine H2-receptor antagonist ranitidine and the proton pump inhibitor omeprazole is permitted. Exception: These gastric ulcer medications are prohibited in the Endurance Riding Division.

(5) the urinary system.

(6) the reproductive system.

(7) the musculoskeletal system.

(8) the skin (e.g. hypersensitizing agents).

(9) the blood system.

(10) the immune system, other than those in licensed vaccines.

the endocrine system.

b. Antipyretics, analgesics and anti-inflammatory substances.

c. Cytotoxic substances.

d. Endocrine secretions and their synthetic counterparts.

e. Masking agents.

2. A finding of a prohibited substance means a finding of the substance itself or a metabolite of the substance or an isomer of the substance or an isomer of a metabolite. The finding of any scientific indicator of administration or other exposure to a prohibited substance is also equivalent to the finding of the substance.

3. Thresholds can only be adopted for:

a. Substances endogenous to the horse.

b. Substances arising from plants traditionally grazed or harvested as equine feed.

c. Substances in equine feed arising from contamination during cultivation, processing or treatment, storage or transportation.

4. Substances below the following thresholds are not actionable:

a. Available Carbon dioxide, 37 millimoles per liter in plasma.

b. Dimethyl sulfoxide, 15 micrograms per milliliter in urine or 1 microgram per milliliter in plasma.

c. Estranediol, the mass of free and conjugated 5a-estrane-3b 17a-diol to the mass of free and conjugated 5(10)-estrene 3b, 17a-diol in urine at a ratio of 1 (stallions).

d. Hydrocortisone, 1 microgram per milliliter in urine.

e. Salicylic acid, 750 micrograms per milliliter in urine or 6.5 micrograms per milliliter in plasma.

f. Testosterone, 0.02 micrograms free and conjugated testosterone per milliliter in urine (geldings), or 0.055 micrograms free and conjugated testosterone (fillies and mares not in foal).

g. Theobromine, 2 micrograms per milliliter in urine.

5. EXHIBITORS, OWNERS, TRAINERS, AND VETERINARIANS ARE CAUTIONED AGAINST THE USE OF MEDICINAL PREPARATIONS, TONICS, PASTES, AND PRODUCTS OF ANY KIND, THE INGREDIENTS AND QUANTITATIVE ANALYSIS OF WHICH ARE NOT SPECIFICALLY KNOWN, AS MANY OF THEM NO DOUBT CONTAIN ONE OR MORE FORBIDDEN SUBSTANCES.

FEDERATION EQUESTRE INTERNATIONALE (FEI)
- The International Governing Body for Equestrian Sport, these rules apply to competitions such as the Olympics and World Cup.

An additional note: many (if not most) international equine organizations model their drug rules after the FEI rule.

FEDERATION EQUESTRE INTERNATIONALE

PROHIBITED SUBSTANCES

Horses taking part in a competition must be healthy and compete on their inherent merits. The use of a Prohibited Substance might influence a horse's performance or mask an underlying health problem and could thereby falsely affect the outcome of a competition. The list of Prohibited Substances has been compiled to include all categories of pharmacological action.

The following are prohibited substances:

Substances capable at any time of acting on one or more of the following mammalian body systems:

• the nervous system.

• the cardiovascular system.

• the respiratory system.

• the digestive system other than certain specified substances for the oral treatment of gastric ulceration. See Note 1

• the urinary system.

• the reproductive system. See Note 2

• the musculoskeletal system.

• the skin (e.g. hypersensitising agents).

• the blood system.

• the immune system, other than those in licensed vaccines against infectious agents.

the endocrine system.

• Antipyretics, analgesics and anti-inflammatory substances.

• Cytotoxic substances.

• Endocrine secretions and their synthetic counterparts

• Masking agents.

A finding of a prohibited substance means a finding of the substance itself or a metabolite of the substance or an isomer of the substance or an isomer of a metabolite. The finding of any scientific indicator of administration or other exposure to a prohibited substance is also equivalent to the finding of the substance.

With the objective of helping riders, trainers and their veterinary advisers, the FEI may include in its rules examples of prohibited substances.

Note 1: Oral treatment by the histamine H2-receptor antagonists Ranitidine, Cimetidine and the proton pump inhibitor Omeprazole is permitted and will not necessitate the use of a medication form. The decision to permit this option for treatment will be reviewed annually by the FEI.

Note 2 : The FEI currently permits the use of Regumate (altrenogest) for treatment of mares with oestrus related behavioural problems. The use of Regumate is: 1. only permissible for mares, 2. only permissible at the manufacturer’s recommended dose and 3. only permitted when medication form 2 has been completed. This permission is subject to annual review by the FEI. Horses are being tested for the presence of altrenogest.

List of substances for which maximum threshold levels or ratios have been established.

Available Carbon dioxide 37 millimoles per litre in plasma

Dimethyl sulphoxide 15 micrograms per millilitre in urine or 1 microgram per millilitre in plasma

Hydrocortisone 1 microgram per millilitre in urine

Nandrolone free and conjugated 5a-estrane-3b, 17a-diol to 5(10)-estrene-3b, 17a-diol in urine at a ratio of 1.

Salicylic acid 625 micrograms per millilitre in urine or 5.4 micrograms per millilitre in plasma

Testosterone (geldings)

- free and conjugated testosterone - 0.02 micrograms per millilitre in urine

Testosterone (fillies and mares)

- free and conjugated testosterone - to epitestosterone 12:1 in urine

Theobromine 2 micrograms per millilitre in urine

.Vitamins

.Minerals

.Electrolytes (may be administered orally with a syringe)

.Liniments that do not contain materials absorbed into the body (alcohol, Absorbine)

.All foodstuffs traditionally known as "nutrients"

.Non-absorbable topical wound dressings

.Alcohol

.Ice and ice water

.Compounds to synchronize estrus (e.g., Regumate)



NON PERMISSIBLE SUBSTANCES

*A NON-INCLUSIVE LIST (**Not permissible during competition)

.Any substance by injection or stomach tube

.Vitamins in megadoses (as touted to alter performance rather than for nutrient effects)

."Nutrient substances" administered in megadoses to achieve a pharmacologic effect (DMSO, DMG, Yucca, and MSMlabel amounts are as an anti-inflammatory, not as a source of sulfur)

.Any medication having the following actions:

• Anti-inflammatory - steroidal & non-steroidal

• Stimulants - including caffeine & chocolate

• Depressant or tranquilizing

• Analgesia or anesthesia - Procaine Penicillin (contains a local anesthetic that can be picked up for 10 to 14 days from time of administration

• Antihistaminic

• Vasoactive (e.g., Isosoxsuprine)

• Bronchodilation

.Masking Substances

• Thiamine injectable

• Sulfa drugs (not all laboratories)

• Benzimadole wormers

.Miscellaneous categories

• Dipyrone

• Lazix (furosemide)

• Trimethoprim

.Any injectable containing Propyl-ethylene-glycol as a carrier (e.g., •E-Se injectable)

.Liniments that contain DMSO, •Methol or

•Camphor (e.g., Bigeloil or Mineral Ice)

"Natural" and "Holistic" preparations containing herbs, animal/insect extracts, etc. It is recommendedthey not be given during the hours of competition since the effects of such administration cannot be known with regard to safety, testability and fairness. Many have no list of ingredients. Some contain or react as substances which will be picked up either as prohibited or masking substances (no warnings are available regarding withdrawal times).

** It is advised that non-permissible substances not be given within 96 hours of the competition to mini-mize any likelihood of a substance being picked up on testing (see above reference: "natural substances")

* NOTE: It must be understood that this list is not and cannot be all-inclusive. New drug development and testing technology will require periodic revision of this or future tests.
