Yes, basically. Or more exactly, you would need to upload the image to the storage area on your internet server where you would also keep your web pages.

One of the problems, though, is that many companies (like Geocities, for example) that offer that type of space for free will only let the image files stored there appear on Geocities' web sites. (So they couldn't appear as an ez-board sig.) I know there used to be free web space available that didn't have that limitation, but I can't remember any names.
