Resource Sites
This is a thread to collect the links to various resouces of the Languages Tolkien created.
If you know one that isn't included yet, please post an answer to this thread with the link and some explanation of what can be found there, and I will include that in the List (so people have it all together and don’t have to read through the whole thread when they are looking for something)

General Sites:

Ardalambion
Fauskenger’s website. The best place to learn of Tolkien’s languages (common opinion), with grammars, studies and examples, and cool wordlists. It has been translated into a lot of languages by his fans.

Mellonath Daeron
The language section of the Forodrim. They are the pioneers and have been working since 1972.

E.L.F.
They are the language section of the Mythopoeic Society. Their journals are the most renown for those focused on learning about Tolkien’s tongues, they are related to the Tolkien Society too and have the blessings of Christopher Tolkien.

Sindarin Sites:

Hiswelóke
A great place to learn sindarin, it even has a downlable dictionary. Also an on-line dictionary and lexicon.

Summary of Sindarin Grammar
It's a summary if Sindarin grammar, easy to read and perfect to look up things if you are not fully sure when translating.

My two (well, four) cents
These are my fav links for Tolkien’s tongues:

* Ardalambion:
Fauskenger’s website. The best place to learn of Tolkien’s languages (common opinion), with grammars, studies and examples, and cool wordlists. It has been translated into a lot of tongues by his fans.

* Hiswelóke: How to tell you, the best place to learn sindarin, it even has a downlable dictionary. Also an on-line dictionary and lexicon.

* Mellonath Daeron:
The language section of the Forodrim. They are the pioneers and have been working since 1972.

* E.L.F.:
They are the language section of the Mythopoeic Society. Their journals are the most renown for those focused to learn of Tolkien’s tongues, they are related to the Tolkien Society too and have the blessings of Christopher Tolkien, enough to say. They are trying to translate The Silmarillion into sindarin and quenya :P

Re: My two (well, four) cents
I agree, those are really great sites. Most of the sites I use are found on the Ardalambion already, but perhaps this one I'll give the direct link of:
