We mustn't negate any Scripture, with that I agree, one-hundred percent.
The last Scripture you quoted (1 Cor. 12:28), however, does not have the meaning that has been loaded onto it when it is examined apart from doctrinal bias. In fact, from even a prima facie reading of the passage in English we see that Paul used the past tense verb "hath set" and not the present tense "sets" or present progressive "continues to set." The present(/p. progressive) tense is the sense being forced onto the word, and thus negating what is actually there.
My understanding from chapter 13, that prophecy (and tongues) has been made inoperative (and have ceased themself), doesn't negate Paul's words in the disputed passage; he speaks of an action that was true of the specific time in which he made the statement--God had set some to be prophets, etc. for the building up (establishment) of the Church; now (according to my understanding) God does not set those offices because their purpose (the establishment of the Church) is completed.
We must never negate Scripture, however, I am convinced--conscience persecuting--that we must, in love, negate faulty interpretations and proclaim the full counsel of God's Word, as it determines itself.

The purpose of the office of prophet and apostle: laying the foundation of the household of God to be build on.
Do you keep pouring a foundation after the house is built?

The great mystery, which is the full knowledge of God, and was previously hidden in God (concealed) in the OT, was being made known (revealed), fully, even as Paul spoke. Does God really need to keep on trying to get Himself across, or can He reveal Himself fully to man once for all?
Exo. 4:10-12 And Moses said unto the LORD, O my Lord, I am not eloquent, neither heretofore, nor since thou hast spoken unto thy servant: but I am slow of speech, and of a slow tongue. And the LORD said unto him, Who hath made man's mouth? or who maketh the dumb, or deaf, or the seeing, or the blind? have not I the LORD? Now therefore go, and I will be with thy mouth, and teach thee what thou shalt say.
